Open standards are an ideal state where differing communications platforms and systems can be easily integrated into the operations of other platforms and systems. The benefits are obvious. The disadvantages accrue to private providers who have to do the work.

We estimate the Impact level at 3, our highest level. Open standard movements address a problem on a case by case (or retail) level, while the problem it addresses is growing at a wholesale rate. We estimate the Maturity level at 2, as the organisations needed to address such issues exist.

There are those who think that proprietary systems offer some protection against intrusion. However, when these systems are forced into compatibility with mitigation efforts, those mitigation efforts usually constitute the weakest link in the security chain.

- Summary: If you've survived Hurricane Katrina, the government will let you register for help online... it turns out that to make a claim with the Federal Emergency Management Agency's Individual Assistance Center, your Web browser must be Microsoft’s Internet Explorer 6 or higher and you must have JavaScript enabled. It even says so right on the page itself. One problem: IE6 isn't available for Macintosh or Linux computers.
