It may be relevant that Privacy International has been pressuring Google and other major Web companies for a summit to agree on privacy standards; I believe many of the interested parties are likely to meet at the privacy commissioners' conference in Montreal next week (I've been invited to the conference and offered accommodation, but am a bit reluctant to spend the airfare unless someone really wants me to go collect the content - so far, no takers). It could be that PI's pressure is having some effect.

Quite. Google's not-so-subtle-aim seems to be to weaken EU laws towards the APEC model.
